Lifts (passenger, goods or both) are subject to a 6 monthly thorough examination by a competent person after which the competent person must issue a report of the examination which contains all the information prescribed in the Regulations. Where the report sets out conditions for the safe working of the lifts, these conditions must be adhered to. A LOLER Thorough Examination Test is a statutory requirement for lifting equipment under LOLER 98 Regulation 9. It serves a similar purpose to that of a MOT for cars in that it provides a report confirming that the lifting equipment is safe to use, plus it offers advice .
Re-testing and thorough examination of all lifting appliances and every item of loose gear is to be carried out: (a) after any substantial alteration or renewal, or after repair of any stress-bearing part; and (b) in the case of lifting appliances at least once in every five years. Thorough Examination is a bit like a car's MOT. Both a Thorough Examination and an MOT are means of certifying that, at the time of testing, all components which have a bearing on safety have been formally inspected and assessed as being in a safe condition.
Exceptions to Thorough Examination intervals. First Time Use: Lifting equipment must be examined if it is used for the first time unless it has an EC Declaration of Conformity less than one-year-old and the equipment was not assembled on site. If the lifting equipment was assembled on site, it must be examined to ensure that the assembly was completed correctly and safely. When a new lift is installed, or the installation has had any alterations, repairs or modifications likely to affect its safe operation, the installation shall be thoroughly tested and examined by a competent person before being brought into use.
